Receptionist

PURPOSE OF JOB
  • To front the Reception Counter by projecting a professional image at all times and ensure efficient support through screening of all incoming calls and ensuring that calls are disseminated for the relevant parties promptly.
RESPONSIBILITIES
  • To answer all incoming calls and disseminate such calls to the relevant parties promptly
  • In the absence of relevant parties, to assist in taking down messages and ensure that such messages are disseminated to the relevant parties promptly
  • To ensure that the reception counter and immediate surrounding area is kept neat & tidy and clutter-free at all times
  • To screen and distribute emails and faxes through the company e-mail and fax address
  • To courier and distribute company mail and parcels including airway bills, GST accounting and communications by mail, and posting letters and cheques and subsequent reconciliation of invoices against courier purchase orders issued by the Reception Counter
  • Any ad hoc assignments as and when required
KNOWLEDGE/SKILLS/ATTRIBUTES/EXPERIENCE
  • GCE ‘O’ Level/Certificate in Office Skills
  • Minimum 2-3 years of general HR/Admin experience
  • Good interpersonal and communication skills
  • Good knowledge in Microsoft application
  • Good initiative with strong drive to get tasks satisfactorily completed on time

QHSE Manager

PURPOSE OF JOB
  • Provides QHSE support to the Hallin Division
  • Keep the Division MD, closely informed of all matters concerning quality health, safety and the environment within the Hallin Divison operations
  • Act as the Division focal point for matters relating to ISO:9001, ISO: 14001, OHSAS:18001
  • Establish and maintain open lines of communication with OCMs, Project Managers and project personnel on QHSE matters
  • Advise East Division operations management team on QHSE matters
  • Generate a good safety culture throughout the Division, offshore and onshore
  • Liaise closely with other Divisions on QHSE matters
  • Liaise closely with Commercial Department regarding bid questionnaires.
RESPONSIBILITIES
  • Uphold the Hallin Group Quality, Health and Safety, and Environmental Policies
  • Implement the Hallin Group HSE Standards and Guidelines
  • Prepare and maintain the Division Safety Plan
  • In consultation with the Division MD, set HSE KPIs for continuous improvement in tline with the Hallin Group Annual HSE Targets and Objectives
  • Get 3 month Safety Plan for approval by the Division MD
  • Investigate all accidents and incidents, put corrective actions in place and follow up
  • Prepare reports as required for Division MD; weekly, monthly and quarterly
  • Attend Quality and HSE Meeting as appropriate
  • Collect, analyse and report Division  HSE statistics
  • Visit project sites on a regular basis
  • Carry out HSE audits and inspections and instigate and monitor follow up actions as required
  • Carry out Quality audits in line with laid down audit schedule, address corrective actions as required
  • Conduct training using Hallin HSE training modules
  • Maintain accurate and up to date documentation as regards QHSE matters affecting Hallin Division. In particular project specific plans and procedures
  • Prepare and maintain database of hazardous substances used by the Division
  • Ensure the Divisions Emergency Response capability is maintained at all times
  • Monitor security arrangements as they affect the Hallin division; put in place such arrangements as may be necessary to address any security issues
KNOWLEDGE/SKILLS/ATTRIBUTES/EXPERIENCE
  • Holding an acceptable QHSE qualification and experience
  • In depth knowledge of subsea operations in the offshore oil and gas industry – diving/ROV
  • Familiar with IMCA
  • Internal auditor for ISO:9001, ISO:14001 & OHSAS:18001
  • Familiarity with operation of offshore vessels useful for this position
  • Strong interpersonal skills absolutely essential

Proposals Manager

PURPOSE OF JOB
  • The Proposal Manager is responsible for all tendering activities that take place within Hallin East Division, including responsibility for leading, managing and motivating a team of tender engineers
RESPONSIBILITIES
  • Lead in the preparation and submission of high quality tenders, actively participating in compiling tenders, including analyzing the appropriate technical methodology to execute the project, preparing costing & pricing spreadsheets, and preparation of submission documents
  • Ensure accurate and economic costing of tenders and assessment of risk including competition/market trends
  • Assist with negotiating terms and conditions of tenders with customers and suppliers to achieve the best commercial position with minimum exposure to risk
  • Management of the tendering and contracts processes in accordance with Hallin Group and divisional procedures
  • Provide leadership, supervision and mentoring of the tendering team in the overall performance of their duties
  • Organize workload of proposals team including assistance from supporting departments and within agreed timeframes and budget(s)
  • Management of performance appraisal for direct reports and participation on an individual basis
  • Ensure the adherence to internal / external audit and work of the department is performed in accordance with Hallin QMS. This shall include checking the accuracy and presentation of Hallin tenders before submission to Clients
  • Receive functional guidance and advice from the Line Manager
  • Provide business planning and reporting assistance to the Line Manager
  • Other duties as directed by the Line Manager from time to time
KNOWLEDGE/SKILLS/ATTRIBUTES/EXPERIENCE
  • Degree qualified (ideally in a relevant engineering discipline) or similar
  • At least 5 years relevant experience at an appropriate level in supervisory capacity in a similar environment
  • Oil & Gas subsea sector experience preferred ideally working offshore or on turn-key contracting projects
  • Strong software skills include MS PowerPoint, Project & Excel; ability to read technical drawings, AutoCADs etc  

Operations Executive (Marine division)

PURPOSE OF JOB
  • Management of assigned vessels daily aspect of engineering
  • Responsible for the safety of Company assets and employees
KEY DUTIES AND RESPONSIBILITIES
  • To coordinate with Marine HSE/DPA on internal and third part audits in respect of ISM/ISPS and other statutory codes as may be applicable and to be reponsible for the timely closing out of any action points arising from same
  • Responsible for the implementation of safe working practices on board the vessel
  • Part of incidient investigation teams whenever an accident/incident requires
  • Part of Emergency Reponse Team
  • Ensure vessel certificates and survey validaity status is maintained and to liaise with Flag and Class as required ensuring compliance
  • Monitor and closing out of defects onboard the vessel in accordnace to good engieering methodlogy and classification of soceity standards
  • Ensure vessel enruiqrmenets are well maintained at all times
  • Ensure all necessary engineering reports are collated and documented
  • Ensure that the system for the condemnation of deftective equipement and part of the vessel is effectively enforced
  • Assist in the prepartion of annual budgets and to provide supporting data to justify any propsed increased over and above infaltion
  • With the assistance of marine staff prepare and cost drt dock work lists for presentation to senior management
  • Liasion with vessle to ensure there is a complete understanding of its operational status
  • Monitor vessel purchase orders and expenditure in accordnace to given budget
  • Conduct annual stock take to ensure all spares are properly accounted and maintained
  • Conduct audits on vessel to ensure all engineering instructions issued by office is adhere and complied
KNOWLEDGE/SKILLS/ATTRIBUTES/EXPERIENCE
  • A marine engineering background
  • At least 2 years’ experience working as Technical or Operations Superintendent in Oil & Gas or relevant industry
  • Strong knowledge in MS Office
  • Understanding of marine operations in the context of the offshore oil & gas industry
  • A comprehensive knowledge of safe working practices and their implementation
  • Able to work well in high tempo and dynamic environment
  • Independent dynamic and result oriented
  • A good team player with strong sense of self-motivation

Crewing & logistics Coordinator (Marine division)

PURPOSE OF JOB
  • To provide Logistics Support for Marine-related operations.
  • To execute plans for Marine Crewing & Personnel matters.
RESPONSIBILITIES
  • Execute crew mobilization/demobilization plans effectively and efficiently in support of Hallin-related operations.
  • Maintaining efficient and effective Marine Crew & Hallin Office-end administrative processes.
  • Ensuring all Marine Crew & Hallin Personnel qualifications, offshore requirement and information are up to date and readily available.
  • Planning and Executing Marine-related training requirement for Marine Crew and Hallin’s personnel, in particular crew competencies.
  • Liaising party with Hallin’s Local Operating Agent and Overseas Operating Agent on crew matters.
  • Maintaining a close working relationship with internal stakeholders.
  • Managing Visa, Permit and Immigration matters for Marine Crew and Hallin Personnel.
  • Assisting in implementation of ILO’s MLC 2006 requirement.
KNOWLEDGE/SKILLS/ATTRIBUTES/EXPERIENCE
  • Possess good Administrative Knowledge.
  • Possess good Microsoft Office skills (Word/Excel/Outlook/PowerPoint/Microsoft Project/Microsoft Visio).

Crewing & logistics Coordinator

PURPOSE OF JOB
  • Provide support to the projects department in relation to personnel mobilization and demobilization, travel, visa, etc.
  • Ensure efficient and cost effective utilization of human resources on projects
  • Keeping personnel files and databases up to date.
  • Ensure required personnel certifications are in lined with industry standards.
RESPONSIBILITIES
  • Maintain updated data base of offshore project personnel.
  • Identify personnel as per project requirement.
  • Ensure all certificates are up-to-date and in line with IMCA guidance
  • Coordinate closely with Travel Executive / Project Manager for travel arrangement to fit project schedule.
  • Liaise with local agent to ensure all necessary arrangement (Transport, accommodation, visa, etc.) have been made
  • Administrative duties (CV formatting, updating personal files & visa application form)
  • Communicate with offshore personnel to brief them on travel plans and requirement
  • Advise Project Manager of personnel issues such as unavailability / shortage of personnel
KNOWLEDGE/SKILLS/ATTRIBUTES/EXPERIENCE
  • Administrative education with additional relevant course
  • Preferably 1 year or more experience in the Subsea or Marine industy
  • Good communication and interpersonal skills
